What Type Of Marker Is This?

I found a few of these but not many. I am thinking they might be ceramic but I am not sure.  Do any of you have a clue as to what this is made from or what style the are?

Located at Oak Hill Cemetery in Cassville, MO.

    I've never seen one like that before, is it a glass cover over the top ?

    Yes there is a glass cover over the top. I am thinking it is ceramic but not 100% sure.
