Can't Decide

I can't decide if this is just a tribute to someone or if it is a marker. What do you guys think?

    How very curious. Going on its location, I'm going for tribute, too. The mortar on the base looks recently attended to. What's the pyramid made of? Fascinating!

    I believe the pyramid was made out of concrete.
